Based in the Washington-Baltimore area, Ms. Messer is a Booz Allen Hamilton Senior Vice President who leads the firm's Army Northeast market and the following key mission areas:

  • Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Information Technology
  • Acquisition and Program Management
  • Research & Development (R&D)
  • Chemical, Biological, Radiological, Nuclear, and high yield Explosives (CBRNE)
  • Military Intelligence (MI)
  • Ammo & Munitions
  • Systems Engineering & Integration (SE&I)
  • Test and Evaluation (T&E)
  • Defense Base Closure and Realignment (BRAC)

She also oversees major Army IDIQ contracts such as ITES2S, S3, R23G, and TESS.

Ms. Messer’s extensive portfolio includes a full spectrum of consulting, technology and engineering capabilities. She has developed numerous solutions and strategies for Department of Defense (DoD) and Army clients, especially in the areas of:

  • Information Technology
  • Quick Reaction Capabilities – Electronic Warfare
  • Cloud Computing
  • Cyber
  • Data and Business Intelligence
  • Program management and Rapid Acquisition

A former U.S. Army officer, Ms. Messer has also worked as an account executive for a commercial organization in Australia. She later managed two major commercial businesses and launched a software development company. As a second generation Cuban-American, she supports multiple diversity and volunteer initiatives for Latin American leaders and Senior African American Mentoring circles for both women and men.  She’s an active Board member for AFCEA International and on the Board of Directors for the DC Metro United Service Organizations (USO), a nonprofit, charitable corporation providing morale, welfare and recreation-type services to uniformed military personnel and their families.

Ms. Messer is a West Point Military Academy graduate who earned a B.S. in engineering management and holds an M.S. degree in management from the Florida Institute of Technology.
