Doug Carter, a Senior Vice President at Booz Allen Hamilton’s headquarters in McLean, Virginia, specializes in large-scale transformation and business process improvement for public and commercial clients, with a focus on emergency management missions across the federal government. Key clients include the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (DHS).

Mr. Carter helps integrate organization and change management service offerings with those of other industry and functional teams to provide exemplary support to the firm’s clients. For more than 25 years, he has proven his expertise in assisting clients in successfully navigating large-scale change involving new technology, facilities, people, and business processes to achieve greater mission results.

He holds a master’s degree in urban planning from Texas A&M University, and a B.S. in economics and business administration from Park University.
