David Mader

As a Senior Vice President at Booz Allen Hamilton, Dave Mader represents to key clients the full spectrum of Booz Allen service offerings, including organization transformation, organizational strategy, financial management, human capital, shared services, change management, strategic communications, program management, and performance management.

Mr. Mader leads Booz Allen’s business in support of the Internal Revenue Service as well as the General Services Administration, Office of Management and Budget, Executive Office of the President, Government Accountability Office, U.S. Congress, and National Archives and Records Service.

Mr. Mader is a thought leader recognized for his expertise in:

  • Organizational change and transformation
  • Strategic planning and organizational performance management
  • Overhead (mission support) optimization

Mr. Mader has contributed his deep expertise to numerous projects at the firm, including:

  • Serving as senior advisor to the joint General Services Administration (GSA)/Booz Allen organizational design team for the GSA’s Federal Acquisition Service Merger/Reorganization Support project and leading its implementation
  • Leading the effort to study more effective delivery of IT services for the Federal Aviation Administration (FAA)
  • Leading the effort to modernize the Bureau of Customer Service and the Bureau of Water and Sewer Operations for the New York City Department of Environmental Protection (DEP) and conducting the first ever comprehensive study of their rates and costs for all water and sewer service for 830,000 customers
  • Directing the evaluation of opportunities to improve the efficiency of administrative services for a major U.S. metropolitan transit authority with 65,000 employees and an annual budget of $10.5 billion
  • Leading the effort to create the first-ever strategic business plan for the Undersecretary for Management for the Department of Homeland Security (DHS)
  • Leading the effort to establish competencies for most major occupations in the DHS Immigration and Customs Enforcement Agency
  • Serving as a senior advisor to the team modernizing a Middle East tax agency to merge the country’s separate income and sales tax organizations and create a new customer-centric organization
  • Leading the effort to develop the methodology and models to determine optimal training space needs for Internal Revenue Service (IRS) campus locations that hire and train agency employees nationwide
  • Leading a team that established organizational business performance metrics for the IRS’s chief information officer and created a management dashboard to manage day-to-day operations and assess organizational and individual performance against the agency’s objectives

Formerly employed as assistant deputy commissioner at the IRS, Mr. Mader has published several industry-related articles, including “How the U.S. Government Can Cut Overhead,” which appeared in strategy+business, and "Leadership Levels – Empowering Leaders To Deliver Customer Service."   He also was part of the team that conducted research dealing with techniques for effecting real change in the government.  The results will be released in an upcoming article entitled “Delivering Real Change in Government.”

Mr. Mader received a B.S. degree in political science from Mount St. Mary’s University, and completed the Syracuse University Maxwell School of Government Administration mid-career program for government executives.  As a former career executive, he is also the recipient of both the Distinguished and Meritorious Presidential Rank Award and The Treasury Secretary’s Honor Award.
