Fred K. Blackburn Booz Allen Hamilton Senior Vice President Fred Blackburn is based at the firm’s McLean, Virginia headquarters, where he supports the firm’s national security efforts in the intelligence and Department of Defense (DoD) markets. Mr. Blackburn has a deep understanding of and strong working relationships with clients at the National Reconnaissance Office (NRO), National Geospatial-Intelligence Agency (NGA), and other U.S. government organizations. Before joining the firm in 2008, Mr. Blackburn worked in the management consulting division (MCD) of TASC, Inc. (Northrop Grumman/TASC) where, after becoming director, he was responsible for six lines of business: Acquisition management, decision analysis, cost and risk analysis, financial management, intelligence analysis, and change management. He eventually transformed the MCD into one of the fastest growing, most profitable divisions in the company, posting annual growth rates of over 30%. He also served as an operations research analyst at the Naval Center for Cost Analysis, where he helped establish the Navy’s industrial and contractor financial health assessment capabilities. A recognized thought leader, Mr. Blackburn received two Director of Central Intelligence Meritorious Unit Citation Awards for his contributions to the Future Imagery Architecture Joint Management and Gap Mitigation Team and his support of the National Imagery and Mapping Agency (NIMA). He also received service awards from the NRO and NIMA. Mr. Blackburn is a member of the Society for Cost Estimating and Analysis (SCEA), the Security Affairs Support Organization (SASA), and the American Society of Military Comptrollers. He authored or co-authored several industry studies and white papers, including “Technology Price Deflation” and “Advancements in Cost/Risk Analysis Techniques,” which were presented at industry symposia. He holds an MBA in international finance from the George Washington University and a B.S. degree in finance from Virginia Polytechnic Institute and State University.
